The Weatherization Assistance Program provides energy efficient services in both Clinton and Franklin Counties. Acceptance to this program is based on income eligibility; we serve both homeowners and renters! After being approved for the program, a comprehensive energy audit will be conducted and a work scope created by a certified energy professional. For those approved, the services are at no cost to the applicant. Audits can take anywhere from 2-3 hours depending on the size of the home. Possible measures that could be corrected are: heating systems repairs/replacement, distribution of the heating system, insulation, ventilation, indoor air quality, smoke alarms, CO alarms, venting of dryer, refrigerator, and other health and safety concerns. Weatherization is a great way to conserve energy and save money on heating and cooling your home throughout the year!

Empower NY Program

JCEO administers the Empower NY program in both Clinton and Franklin Counties. This is an income bapictures 021smsed program. Under the Empower NY program there are three possibilities for services:

  1. Electric Reduction (ER)
  2. Home Performance (HP) only – the HP with no electric reduction work
  3. Home Performance (includes both ER and HP)

Some of the measures that could be done under the Empower NY program are LED light bulbs, night lights, water tank wrap, shower heads, aerators, smoke detectors, pressure relief valve, refrigerator, freezers, heating systems, insulation and other safety issues could be addressed.

If you do not have access to a printer or fax, you are always welcome to come to the office and fill out an application there.
