Energy ServicesThe Energy Services program involves many funding sources from private, local, state and federal governments. The Adirondack Energy Technical Group, a for-profit branch, will go into homes and perform an intensive energy audit and prepare a comprehensive report to assist homeowners with energy saving measures. If there is work required, the energy services staff is available to complete the steps or you can have an independent contractor review the report and complete the needed measures.
The Energy Services staff is responsible for the "WRAP" contract through our local DSS. They ensure consumers receive all available services to which they are entitled through JCEO. They perform home furnace replacements, are a partner with NYSEG and their Empower NY program, and are partners with Assisted Home Performance which is a program for previously weatherized consumers or consumers over income for the Weatherization Assistance Program. The Weatherization Assistance Program (WAP) is designed to provide energy conservation measures to housing within Clinton County. Both renters and homeowners are eligible for WAP based on income guidelines. For renters, the program requires a minimal contribution from the Landlord. After an intensive energy audit, the services provided may include: air sealing, distribution system repair, ventilation, insulation, replacement of cracked or beyond repair windows and doors, and the provision of smoke alarms and carbon monoxide detectors. The WAP Program also works closely with the Department of Social Services (DSS) through the Home Energy Assistance Program(HEAP) unit to provide emergency services for furnace repair or replacement. Once the heating equipment is established, a HEAP application must be filled out and sent to DSS. If approved, under the same guidelines as Weatherization, DSS notifies the Weatherization program and JCEO can provide the services to regain a working heating system. This program is federally funded through the Division of Housing and Community Renewal (DHCR) in Albany, NY.
INCOME ELIGIBILITY The income eligibility guidelines are based on 60% of the State median income and family size. For 2000-2001 the income eligibility is: Size of Household Monthly Income Annual Income Figures for households of 10 members and above are based on 150% of the Federal Poverty Level (derived from the 2000 HHS Poverty Guidelines).
