Since 1966, JCEO has worked closely with the low income community in Clinton County. The organization is dedicated to providing resources and services that enhance people's dignity and self-reliance.

Senior Outreach

JCEO serves many seniors each year through several different programs whose funding is provided through a cooperative effort by the Clinton County Office for the Aging and the New York State Office for the Aging. Senior Outreach Workers provide information about programs that may be available to Seniors. They provide assistance in obtaining services and/or benefits to which seniors may be entitled. Our Senior Outreach Workers are also available to help fill out paperwork or applications for programs. They serve as advocates when seniors are having problems with social security, food stamps, medicaid, health insurance, etc. Whether seniors require assistance to medical appointments, or a friendly phone call to keep their spirits up, the Senior Outreach Program can help.

Telephone Reassurance/Friendly Visitor

JCEO hosts a Telephone Reassurance System where calls are made to seniors on a regular basis, specifically those who are homebound and those who live alone. Our Friendly Visitors offer companionship and security to seniors unable to leave their homes.

Senior Care Service/Senior Repair Service

JCEO offers a volunteer/employee program for seniors in need of yard work, repair work, general housekeeping, or personal assistance. Seniors are provided with the name and contact number of individuals willing to perform the service at a suggested rate of pay. Seniors whose income falls below poverty guidelines may receive volunteer help. All volunteers/employees are screened prior to placement.

Rural Transportation Program

Rural Transportation is geared toward seniors who are no longer able to drive or have no transportation. JCEO links seniors to volunteers who are willing to provide transportation to necessary medical appointments throughout the area.

Julie Stalker has been the Director of Senior Outreach, since December of 2008. Prior to her role as the director Julie worked as the Senior Outreach Program Coordinator for several years. Before joining the Senior Outreach Program she was a Family Worker for the Head Start Program. Email Julie Stalker
