Community Outreach
The Community Outreach Program meets the needs of disabled and elderly individuals and low income families. Eleven outreach centers located throughout Clinton County are the entrance points for many people seeking services. Each center provides information on various services available such as food baskets, clothing and other necessities. Outreach workers are able to assist in filling out applications for HEAP or the Christmas bureau. They provide one-on-one confidential assistance maximizing the amount of personal support JCEO offers.
Family Development
JCEO's Family Development Program provides interested families with NYS Certified Family Development Workers who assist with goal setting and serve as community resources. Family Development services are free, confidential and are designed to help families attain self-reliance.
Housing Assistance
Community Outreach Centers offer assistance to families facing eviction and/or homelessness. Families are provided with information, advocacy and referrals to appropriate community resources. Budgeting assistance is offered to promote self-reliance and prevent future crisis. Funds for emergency utility assistance, rent or security deposits are provided on a case by case basis and require an affordable repayment agreement.
Food Pantries
Each outreach center has a food pantry that is available for those needing assistance. They provide families with nutritious staple foods such as pasta, canned goods, and much more. The service is strictly confidential.
Medicaid Transportation
The Medicaid Transportation Program provides Medicaid eligible individuals with transportation to medical appointments.
Rural Transportation Program (RTP)
RTP offers transportation services to the elderly for medical services. Coordinators arrange rides for people in need. There is no cost for services.
School Supply Drive
Each year, JCEO coordinates a Back to School Supply Drive that helps to provide the basic supplies for anyone attending school. JCEO receives monetary and item donations from many different businesses, organizations and community members.
Volunteer Recruitment
Encourage clients and community members to participate in COP activities including, Policy Advisory Committee (PAC’s), holiday programs and volunteer driving to medical appointments.

Sally Soucia has been employed at JCEO since 1991 and is currently the Community Outreach Program Director. Her belief in Community Action and the mission of JCEO has encouraged extensive involvement in programs such as Family Development, Community Outreach, Senior Outreach, HEAP and Emergency Services.
