Community Outreach

JCEO’s Community Outreach centers play a crucial role as gateways to support, information, and confidential services for residents of Clinton and Franklin Counties. With a network of 14 strategically located centers, JCEO works to ensure accessibility of available resources to all of our North Country neighbors.

Each Community Outreach Center is staffed with dedicated Community Outreach Workers who are ready to assist individuals and families in need. All of our Community Outreach Centers, with the exception of Saranac Lake, include a food pantry for addressing immediate nutritional needs.

JCEO’s main office on Margaret Street in Plattsburgh serves families and individuals residing in Clinton County, and the main office on Valco Drive in Malone serves families and individuals residing in Franklin County. All other Community Outreach Centers focus on serving the specific needs of the families and individuals within their respective towns.

Food Pantries

Most of our Community Outreach Centers also host food pantries that supply individuals with a three day supply of food, up to eight times per year.

JCEO recovers thousands of pounds a food a month from local grocery stores and the nonprofit Feed America, which is then distributed in our food pantries.

Information & Referrals

Outreach Workers are knowledgeable about all of the services available in their community. If an Outreach Worker cannot help you directly, they will be able to help you contact the agency that can provide assistance.

Housing Assistance

Families facing eviction and/or homelessness are provided with information, referral and advocacy to appropriate community resources. We offer budgeting assistance to promote self-reliance and prevent future crisis. Funds for rent or security deposits are provided on a case-by-case basis and emergency utility assistance may also be offered.

Summer Camp Scholarships

With funding provided through the Community Services Block Grant, Stewart’s Holiday Match Program, and the Kiwanis Plattsburgh Breakfast Club, income eligible children within Clinton and Franklin Counties can receive scholarships to the Y Kids Camp, Camp Jericho, Basketball Camp, Soccer Camp, and others as requested.

Application Assistance

Outreach Workers can help individuals apply for programs they qualify for such as SNAP (Supplemental Nutritional Assistance Program), HUD (Housing and Urban Development), Weatherization, Empower, the Clinton County Christmas Bureau, and the Franklin County Holiday Helpers.

As a HEAP (Home Energy Assistance Program) Alternate Certifier in Clinton County, we can provide application assistance for Regular and Emergency HEAP, as well as Emergency Furnace Repair and Replacement, for income eligible renters and homeowners.

School Supplies

JCEO’s Community Outreach Program helps provide basic school supplies for school-age children in Clinton and Franklin Counties.

Medicaid Transportation

The Medicaid Transportation Program provides Medicaid eligible individuals with transportation to medical appointments.

If you are eligible for Medicaid and need to request transportation for a medical appointment, you may contact the Community Outreach Center in your town. Individuals residing in the Towns of Schuyler Falls, Beekmantown, Mooers and the City of Plattsburgh may contact the Plattsburgh office for assistance at 518-561-6310.

The Medicaid Transportation Program is made possible by our volunteer drivers, and we are always looking for more dedicated individuals to join us!
